As the world waits to to see if he shows up in Turkey for cease-fire negotiations this week, President Vladimir V. Putin has been sending a clear message, reinforced by his officials. Russia is winning on the battlefield, so it should get what it wants.Mr. Putin said in late March that Russian forces had the advantage on the entire front and suggested Moscow was close to vanquishing the Ukrainians — an argument the Kremlin has used to underpin hardball demands. “We have reason to believe that we are set to finish them off,” Mr. Putin said, adding: “People in Ukraine…
The White House announced on Tuesday that President Trump had secured $600 billion in business deals with the Saudi government and companies during the first stage of his Middle East tour, though a list of the agreements the administration released totaled less than half that amount and several were already in the works before the president took office. The list of some of the agreements published by the White House left many details vague. The value of the agreements appeared to total about $283 billion. It was unclear whether the sums had already been committed or whether the funding was new.…
The Environmental Protection Agency said Wednesday that it plans to weaken limits on some “forever chemicals” in drinking water that were finalized last year, while maintaining standards for two common ones. The Biden administration set the first federal drinking water limits for PFAS, or perfluoroalkyl and polyfluoroalkyl substances, finding they increased the risk of cardiovascular disease, certain cancers and babies being born with low birth weight. Those limits were expected to reduce PFAS levels in drinking water for millions of people.Commonly called “forever chemicals,” PFAS are found nearly everywhere — in air, water, and soil — and can take thousands of years to break…

Gavin Newsom will call Wednesday for California to scale back health care for undocumented immigrants to help balance the state budget, retrenching on his desire to deliver “universal health care for all.”The move comes days after the Trump administration targeted a different state-funded program for immigrants in California and signaled that it would continue to scrutinize benefits for undocumented individuals. In a budget presentation on Wednesday, Mr. Newsom will propose freezing enrollment of undocumented adults in the state’s version of Medicaid, known as Medi-Cal, as soon as January. President Trump met Wednesday in Saudi Arabia with Syria’s interim president, Ahmad al-Sharaa, highlighting the stunning reversal in fortunes for a former Islamist militant with ties to al Qaeda who spent years with a U.S. government bounty on his head. Al-Sharaa’s rebel forces led the charge on Damascus last year that toppled the decades-long, iron-fisted rule of Syrian dictator Bashar al-Assad, and he has since installed himself as the head of a government presenting itself to the world as inclusive and democratic.Mr. Trump’s decision to meet with al-Sharaa, after some European leaders have done the same, could be a huge…
French politics are rarely predictable—and today is no exception. Ahead of the next presidential election, not only is incumbent Emmanuel Macron barred from running, but longtime poll leader Marine Le Pen has also been ruled ineligible after an embezzlement conviction this past March 31.For Jean-Luc Mélenchon, the head of the left-wing France Insoumise, the hope is that this turmoil can change France’s political direction and the country will break out of a binary contest between the neoliberal center and a rising far right. The scale of protests against Macron’s recent pension reforms and then the New Popular Front’s breakthrough in…
