The victims of a fatal shooting outside the Jewish Museum in Washington, D.C., have been identified as a young couple who worked at the Israeli Embassy and were on the verge of getting engaged. Amid a surge in threats against federal judges, Senate Democrats will formally introduce legislation Thursday to transfer control of the U.S. Marshals Service to the court system itself.
